Rwanda NICCP Report

The National Integrated Clean Cooking Planning (NICCP) is a strategic collaboration with the Government of Rwanda designed to accelerate the transition to clean cooking. By leveraging innovative interactive tools, this plan provides a data-driven roadmap for policy design, investment opportunities, and sustainable service delivery.

The NICCP evaluates two distinct strategic planning scenarios against a baseline, providing detailed techno-economic and financial projections for 2029 and 2034:

  • The Aligned Plan: Focuses on achieving a technology mix that meets Rwanda’s current national clean cooking ambitions.
  • The CleanStep Plan: Aggressively targets higher clean cooking penetration by 2029, followed by a focus on economic recovery and stable social costs through 2034.

Our approach accounts for regional nuances, mapping the adoption of technologies based on local LPG and electric infrastructure, consumer demographics, and land-use patterns. The NICCP isn't just a static plan; it is an adaptable instrument designed to evolve alongside Rwanda's energy sector, providing the actionable recommendations needed to achieve universal access.
