Why electrification matters
The COP31 Presidency’s 35-by-35 Global Electrification Pledge calls for electricity to meet 35% of global final energy consumption by 2035. Achieving this means using more clean electricity in transport, buildings and industry to replace fossil fuels and cut emissions. Clean energy and efficiency are essential to that shift. Progress must also reach growing industries and the 655 million people worldwide who still live without electricity.
Our Solution Hubs
SEforALL has organized its COP31 programme around four Solution Hubs, co-hosting events with governments and partners throughout the conference.
Hub 1: Electrification and clean cooking
Electrification can help countries cut emissions while strengthening economic growth. In its new report and in conversations with governments and partners, SEforALL will explore the choices ahead: how to meet growing electricity demand, accelerate the shift away from fossil fuels and expand access to electricity and clean cooking.
Hub 2: Country-led transitions and Africa’s green industrialization
SEforALL’s Energy Transition and Investment Plans help translate a country’s climate and development goals into a pipeline of investable projects. On 11 November, Tanzania will speak about its plan, expected to launch in January 2027, following Botswana’s launch at UNGA81 in September. On the same day, African and European ministers will meet to discuss how clean energy can support Africa’s industrial growth in the lead-up to COP32 in Addis Ababa.
Hub 3: Energy efficiency and sustainable cooling
Efficient technologies can lower energy bills and ease pressure on power systems as energy demand grows. One year after the launch of the Plan to Accelerate Doubling Energy Efficiency, Mission Efficiency partners will share their progress. SEforALL’s programme will also explore the policies and investment needed to expand energy efficiency and sustainable cooling.
Hub 4: Finance and carbon markets
SEforALL’s investor roundtable will bring governments and financiers together around clean energy opportunities in Senegal and Liberia. On 17 November, SEforALL will launch the CLEAR Fund with Italy’s Ministry of Environment and Energy Security to help emerging and developing economies access climate finance through high-integrity carbon markets.
Spotlight: The Electrification Opportunity report
On the COP31 Presidency’s Energy and Transport Day on 10 November, SEforALL will launch its new report, The Electrification Opportunity: Reconciling Climate Action with Energy Security and Economic Development in Emerging Markets and Developing Economies, with the Government of Australia. The report, which SEforALL prepared for Australia’s COP31 electrification taskforce, draws on its country-level energy models and planning work across Africa, South Asia, Southeast Asia and Small Island Developing States (SIDS). It explores how electrification can support climate action, energy security and economic growth in emerging and developing economies. It also sets out the planning and investment needed to expand electricity access, replace fossil fuels and meet growing energy demand. The launch will take place from 15:30 to 17:30. Venue to be confirmed.
