In 2025, SEforALL’s work reflected a continued shift from ambition to implementation. Building on the 2024–2026 Strategic Plan, we deepened country engagement, strengthened delivery systems, mobilized finance, advanced global advocacy and supported partners and governments to turn commitments, plans and roadmaps into measurable progress.

SEforALL’s support in 2025 centred on four thematic areas: Driving Commitments and Actions; Transforming Lives, Powering Livelihoods; Supporting Countries’ Transitions; and Green Industrialization: Building Sustainable Industries and Markets. Together, these areas reflect our integrated approach to translating global ambition into practical country-level support, implementation partnerships and evidence-based action.

Across these areas, we worked with countries, donors, development partners, the private sector and the UN system to accelerate progress on Sustainable Development Goal 7 and a just and equitable energy transition.

The 2025 Annual Monitoring Review captures SEforALL’s results, learning and continued impact during the second year of our 2024–2026 Strategic Plan.

4 INTEGRATED ENERGY ACCESS PLANS

developed to inform energy planning (Madagascar, Malawi, Mozambique and Nigeria), contributing to the mobilisation of USD 480+ million for energy access through Universal Integrated Energy Planning (UIEP) analyses.

5 ENERGY TRANSITION AND INVESTMENT PLANS (ETIPs)

aligned with net-zero goals, including four country-specific ETIPs (Barbados, Ghana, Kenya and Nigeria) and one Green Growth-focused plan for Sierra Leone.

including:
14,043 direct connections powering 10,061 households, 3,741 businesses and 241 institutions, including:
– 86 health facilities
– 36 schools

– 929 health facilities
– 20,785 households and small businesses

10.4 MWp PV CAPACITY / 22.4MWh BATTERY CAPACITY

installed, which includes:
– Universal Energy Facility: 6.7 MWp of PV capacity and 15.6 MWh of storage installed across 31 mini-grids and 2,835 high-capacity stand-alone systems,
– Powering Social Infrastructure: 3.7 MWp of PV capacity and 6.79 MWh of storage installed across 60 health facilities.

128,000 TONS OF CO2e

avoided over system lifespans by renewable energy projects financed or managed by SEforALL, equivalent to the greenhouse gas emissions from 27,000+ gasoline-powered passenger vehicles driven for one year.
