Supporting countries to deliver the energy transition
SEforALL's 2025 results highlight a year of country-led action, stronger partnerships and investment at scale.
Vienna, Austria | 17 July 2026 – Sustainable Energy for All (SEforALL) today released its 2025 Annual Report and Annual Monitoring Review, detailing a year in which it supported 67 countries, helped mobilize USD 8.9 billion for energy access and energy transition initiatives and supported efforts that expanded new or improved electricity access to 107 million people.
Working with governments, development finance institutions, philanthropies, the private sector and civil society, SEforALL helped countries strengthen energy planning, mobilize finance and turn national priorities into action.
During 2025, SEforALL supported 215 UN Energy Compacts. These voluntary commitments bring together governments, businesses and development partners to accelerate progress towards Sustainable Development Goal 7 (SDG7). It also helped develop and launch 30 Mission 300 National Energy Compacts while expanding its work across clean cooking, sustainable cooling, energy efficiency and green industrialization.
Through projects it financed or managed, SEforALL improved access to energy services for more than 1,000 health centres and 36 schools, strengthening healthcare, education and local livelihoods.
SEforALL also continued to advance international cooperation on sustainable energy through support to the COP30 Brazil Presidency and South Africa’s G20 Presidency We also coordinated activities under UN-Energy, helping translate global commitments into regional and country action.
Francesco Starace, Chair of the SEforALL Governance Board, said:

Damilola Ogunbiyi, CEO and Special Representative of the UN Secretary-General for Sustainable Energy for All, said:
"The truth is that the pathway to universal energy access and a just energy transition has not changed, but the environment in which we are working has. Some actors have stepped back. Yet a coalition of the willing remains firmly committed to the goals of SDG7 and the Paris Agreement and that coalition is growing in ambition and in action."
Mission 300 marked one of SEforALL's biggest milestones of the year. As Secretariat to the Mission 300 Joint Working Group, SEforALL worked alongside the World Bank Group, the African Development Bank, The Rockefeller Foundation and the Global Energy Alliance to help develop and launch 30 National Energy Compacts. Together, these Compacts are helping countries strengthen energy planning, undertake key reforms, mobilize investment and expand electricity access across Africa.
"Mission 300 is a deliberate effort to move at transformative scale and in 2025 alone, Mission 300 contributed to approximately 50 million new electricity connections across Sub-Saharan Africa. Through its Secretariat roles, SEforALL served as a trusted convener of Mission 300 partners and an engine behind the initiative’s operationalization. For example, we helped shape Energy Compact implementation strategies for 30 countries," Ms. Ogunbiyi said.
Together, the 2025 Annual Report and Annual Monitoring Review show how global advocacy, country leadership, long-term partnerships and practical delivery are driving progress towards SDG7.
