ASEAN Energy Efficiency Guidelines

The ASEAN Energy Efficiency Guidelines for Industrial Parks and Small and Medium-Sized Enterprises provide a practical framework for moving from opportunity identification to implementation at scale. The Guidelines were developed by Sustainable Energy for All (SEforALL), in collaboration with the ASEAN Centre for Energy (ACE) and the ASEAN Energy Efficiency and Conservation Sub-Sector Network (EE&C-SSN). It was supported by the UK Mission to ASEAN through the ASEAN–UK Green Transition Fund.

Designed for SMEs, industrial park authorities, policymakers, financial institutions, energy service companies (ESCOs) and technology providers, the Guidelines support users to:

  • Establish energy baselines and identify savings opportunities;
  • Prioritise appropriate measures across common electrical and thermal systems;
  • Assess technical and financial viability;
  • Strengthen energy management, monitoring and verification;
  • Structure project aggregation, financing and ESCO-based delivery models;
  • and Clarify stakeholder roles and support phased implementation and wider replication.

The Guidelines highlight the important role that industrial parks can play in addressing the small and fragmented nature of individual SME projects. By coordinating energy assessments, aggregating similar measures and connecting enterprises with technical and financing partners, industrial parks can help reduce transaction costs and develop more credible investment pipelines.
